The 8th Pay Commission is a hot topic for central government employees and pensioners, with the potential to significantly impact their pay and benefits. Chaired by former Supreme Court Justice Ranjana Prakash Desai, the commission includes Pankaj Jain, a former IAS, as Member-Secretary, and Professor Pulak Ghosh, a tenured Professor of Finance and Member of the Economic Advisory Council to the Prime Minister. The commission's discussions and meetings are ongoing, with a focus on collecting data and analyzing it to decide on allowances, pension formulas, and salary structures. The National Council - Joint Consultative Machinery (NC-JCM) is one group that has submitted suggestions and engaged in talks, with major demands including housing and utility-linked structured pay, an annual increment of 6%, a hike in the minimum basic pay for central government employees to ₹69,000, a unified pay matrix up to Level 13, and structural alignment with revised pay. The NC-JCM's 51-page memorandum also includes a comprehensive list of proposals, such as an annual increment of 6%, a risk and hardship allowance of ₹10,000, a tripled transport allowance, a children's education allowance of ₹10,000 per child, and an extended maternity leave of 240 days. The 8th Pay Commission was notified on 17 January 2025 and is expected to submit its final recommendations around 18 months after its constitution on 3 November 2025. Based on past trends, the rollout of the commission's recommendations could take another two to three years to complete, meaning that hikes announced in 2027 may only be fully implemented by 2029 or 2030. This raises a deeper question about the impact of the commission on the lives of central government employees and pensioners, and the potential for the commission to address the demands of the NC-JCM and other stakeholders.
